Friday, August 31 at 12:00pm. Prior to the Holocaust Expropriated Art Recovery Act (HEAR) of 2016, Nazi looted art had little chance of being recovered. However, that has changed, as attorney Raymond Dowd can attest. Mr. Dowd filed a lawsuit in 2015 on behalf of the heirs of an Austrian Jewish Holocaust victim to recover two Nazi-looted drawings by expressionist Egon Schiele. The New York Supreme Court recently ruled in favor of the heirs. The fight to compel collectors and museums to do the right thing is just beginning.
